and implementing a robust performance measurement process is a key success factor for Shared Services or Global Business Services organizations.\u00a0 Doing so correctly involves more than simply adhering to a balanced scorecard approach, where you have defined measures for cost, quality, productivity, and customer satisfaction.\u00a0 Performance measures need to be tailored to meet the needs of a diverse set of users.\u00a0\u00a0 When properly designed, <a href=\"https:\/\/www.investopedia.com\/terms\/m\/metrics.asp\" target=\"_blank\" rel=\"noopener\">metrics<\/a> can become both performance guardrails, and incentives for managing growth and change while ensuring performance standards are achieved.<\/p>\n<p><strong>Company Experience<\/strong><\/p>\n<p>A Peercast<sup>TM<\/sup> discussion in Peeriosity\u2019s <a href=\"https:\/\/www.peeriosity.com\/shared-services\/articles\/category\/shared-services-leadership\/\">Shared Services Leadership research area<\/a> featured a large global company with $6B in annual revenue discussing their multi-year journey to transform their Shared Services metrics.\u00a0 During this process they identified three key benefits to having the right measurement system in place including 1) improving business results, 2) aligning processes with business goals, and 3) increasing the likelihood that decisions are made based on data.<\/p>\n<p>Beginning in 2017 the company started on a transformation journey for Shared Services that was designed to support business growth by implementing end-to-end processes that were consistent globally, as much as possible.\u00a0 As part of this transformation, it was important that measurement systems and processes also were transformed to provide feedback that was appropriate for each level of the organization, including employees within Shared Services, Global Process Owners and related Governance Groups, Regional and Functional Leadership outside of Shared Services, and the company\u2019s Senior Management Committee.\u00a0 The goal of the transformation was to simplify reporting and reduce the number of metrics shared at each level, so that each scorecard focused on the <a href=\"https:\/\/www.peeriosity.com\/shared-services\/articles\/2021\/08\/whats-measured-improves-the-importance-of-formal-kpis\/\">KPIs<\/a> that were critical to decision-making for each audience, with an increasing level of detail provided from Senior Management to the day-to-day metrics appropriate for use within Shared Services.\u00a0 Here is a summary of the focus for each audience:<\/p>\n<ul>\n<li>Metrics for Shared Services employees focused on operational activities at the team level to assist in day-to-day delivery and process improvement opportunities.<\/li>\n<li><a href=\"https:\/\/www.peeriosity.com\/shared-services\/articles\/2012\/07\/shared-services-standardization-%e2%80%93-from-process-to-practice\/\">Metrics for Global Process Owners<\/a> and Governance Groups focused on the health of end-to-end processes, and the health of individual processes within an end-to-end framework.<\/li>\n<li>Metrics for Regional and Functional Leadership focused on key customer outcomes for each process.<\/li>\n<li>Metrics for the Senior Management Committee focused on the overall performance of end-to-end processes and organizational health.<\/li>\n<\/ul>\n<p>Tailored to each audience, scorecards were created for metrics in six measurement categories, designed to provide a holistic view of performance and progress in end-to-end processes, plus a measure of organizational health.\u00a0 The six categories identified include:<\/p>\n<ol>\n<li>Talent Development \u2013 metric examples: employee turnover, employee engagement<\/li>\n<li>Customer Measures \u2013 metric examples: customer satisfaction, number of late payments<\/li>\n<li>Financial Measures \u2013 metric examples: DSO, DPO<\/li>\n<li>Efficiency Measures \u2013 metric examples: invoices per FTE, days to close<\/li>\n<li>Effectiveness Measures \u2013 metric examples: first pass match rates, discounts taken vs. available<\/li>\n<li>Process and Program Management Measures \u2013 metric examples: process deviations, hours saved<\/li>\n<\/ol>\n<p>When selecting metrics, the goal was to simplify, focusing on a few key metrics that drive the most important outcomes.\u00a0 The design of each metric started with a global view, followed by regional and local differences as needed, with the goal that metrics could be measured the same way globally as much as possible.\u00a0 Also important in the selection process was to pick metrics that could be automated, with minimal manual data collection effort required.<\/p>\n<p>Another important design element was to have all metrics tracked against a specific target, with historical performance reported.\u00a0 Targets are set using \u201cstretch\u201d but achievable goals.<\/p>\n<p>Also critical, is to have an ongoing review and changes to the measurement process, at least annually, to ensure selected measures are relevant and useful for monitoring performance and guiding improvement resources, often led by someone with a title like \u201cPerformance Metrics Manager\u201d or \u201cDirector of Performance Management\u201d, to ensure the right level of focus and leadership is
