{"id":4119,"date":"2019-08-19T21:02:33","date_gmt":"2019-08-19T21:02:33","guid":{"rendered":"https:\/\/www.peeriosity.com\/shared-services\/articles\/?p=4119"},"modified":"2022-09-02T08:20:55","modified_gmt":"2022-09-02T08:20:55","slug":"improving-garnishment-processing-with-process-re-design-and-technology","status":"publish","type":"post","link":"https:\/\/www.peeriosity.com\/shared-services\/articles\/2019\/08\/improving-garnishment-processing-with-process-re-design-and-technology\/","title":{"rendered":"Improving Garnishment Processing with Process Re-Design and Technology"},"content":{"rendered":"\r\n<p style=\"font-size: 14px;\"><strong>Introduction<\/strong><\/p>\r\n\r\n\r\n\r\n<p style=\"font-size: 14px;\">Due to the myriad of governmental agencies and regulations, having an effective <a href=\"https:\/\/www.peeriosity.com\/shared-services\/articles\/category\/hr_shared_services\/\">Garnishment Processing function<\/a> can be very challenging to develop and oversee.\u00a0 Due to the sensitive nature of the issues typically related to wage garnishments, it is critical that the processes in this area be both effective and considerate of the needs of the impacted employees.\u00a0 A recent Peeriosity Peercast<sup>TM<\/sup> looked at the approaches companies are taking to <a href=\"https:\/\/www.peeriosity.com\/shared-services\/articles\/2011\/10\/simplifying-the-payroll-garnishment-process\/\">simplify this effort and automate it as much as possible<\/a>.<\/p>\r\n\r\n\r\n\r\n<p style=\"font-size: 14px;\"><strong>Company Experience<\/strong><\/p>\r\n\r\n\r\n\r\n<p style=\"font-size: 14px;\">A Peeriosity member company recently shared their experiences in improving their processing of garnishments.\u00a0 The company has over 4,000 active garnishments in 40 states, with 70% of them support orders, 20% creditor orders, and the remaining 10% a mix of student loans, tax levies, and bankruptcies.\u00a0<\/p>\r\n\r\n\r\n\r\n<p style=\"font-size: 14px;\">Approximately 10 years ago, because of limited <a href=\"https:\/\/www.investopedia.com\/terms\/c\/customer.asp\" target=\"_blank\" rel=\"noopener\">internal resource<\/a> availability, they outsourced their Garnishment Processing activities to a third-party provider.\u00a0 While they continued this relationship until March of 2019, they found it to be significantly more expensive than they originally anticipated.\u00a0 When this was combined with data integrity issues with the supplier, as well as reconciliation difficulties, it became very clear that they needed to bring this process back in-house.\u00a0 Some of the major enablers to allowing this transition included the following:<\/p>\r\n\r\n\r\n\r\n<ul class=\"font-14\">\r\n<li><a href=\"https:\/\/cssd.dc.gov\/page\/electronic-income-withholding-orders-process\" target=\"_blank\" rel=\"noopener\">Electronic Income Withholding Order (eIWO) Integrations<\/a>\r\n<ul>\r\n<li>Data interfaces from eIWO to SAP HCM<\/li>\r\n<\/ul>\r\n<ul>\r\n<li>Automatic acknowledgements from SAP HCM to eIWO\/State Agencies<\/li>\r\n<\/ul>\r\n<ul>\r\n<li>Documents are archived automatically in the Document Management System (PaperWise)<\/li>\r\n<\/ul>\r\n<ul>\r\n<li>Detailed error report for any failed records in SAP HCM<\/li>\r\n<\/ul>\r\n<\/li>\r\n<li><a href=\"https:\/\/www.peeriosity.com\/shared-services\/articles\/2017\/05\/utilization-of-a-centralized-document-repository-in-shared-services\/\">Document Management<\/a>\r\n<ul>\r\n<li>Inclusive of receiving documents, workflow, tracking, and research\u00a0<\/li>\r\n<\/ul>\r\n<ul>\r\n<li>Receiving and processing garnishment orders<\/li>\r\n<\/ul>\r\n<\/li>\r\n<li>Master Data Management\r\n<ul>\r\n<li>Garnishment order release automation<\/li>\r\n<\/ul>\r\n<\/li>\r\n<li>Garnishment Processing\r\n<ul>\r\n<li>Garnishment deductions are interfaced for payment to SAP Finance<\/li>\r\n<\/ul>\r\n<\/li>\r\n<li>Custom Reports &amp; Processes<\/li>\r\n<\/ul>\r\n\r\n\r\n\r\n<p style=\"font-size: 14px;\">With the implementation of the necessary technology and well-designed processes, the company was able to effectively transition their Garnishment Processing activities back in-house.\u00a0 Additional details surrounding this project, including the complete member presentation and Peercast<sup>TM<\/sup> recording can be found on the Peeriosity member website.<\/p>\r\n\r\n\r\n\r\n<p style=\"font-size: 14px;\"><strong>iPolling<sup>TM<\/sup> Results Review<\/strong><\/p>\r\n\r\n\r\n\r\n<p style=\"font-size: 14px;\">The results of a poll created recently by a Peeriosity member using the iPolling<sup>TM<\/sup> technology provide some interesting insights regarding the use of garnishment administrative fees where employees are charged a fee for processing costs.\u00a0 The first poll question looked at the practice of charging employees the garnishment administrative fee as allowed by various states in the United States.\u00a0 Reviewing the results, 40% make extensive use of these fees, with an additional 13% that do so intermittently.\u00a0 For the remaining 47% of the companies, 13% are still evaluating this option, while 34% have considered it and decided not to proceed.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image\"><img loading=\"lazy\" class=\"alignnone wp-image-4120\" src=\"https:\/\/www.peeriosity.com\/shared-services\/articles\/wp-content\/uploads\/2019\/08\/image-7.png\" alt=\"ipolling: Improving the Garnishment Process\" width=\"577\" height=\"312\" srcset=\"https:\/\/www.peeriosity.com\/shared-services\/articles\/wp-content\/uploads\/2019\/08\/image-7.png 577w, https:\/\/www.peeriosity.com\/shared-services\/articles\/wp-content\/uploads\/2019\/08\/image-7-300x162.png 300w, https:\/\/www.peeriosity.com\/shared-services\/articles\/wp-content\/uploads\/2019\/08\/image-7-500x270.png 500w\" sizes=\"(max-width: 577px) 100vw, 577px\" \/><\/figure>\r\n\r\n\r\n\r\n<p style=\"font-size: 14px;\">The follow-on poll question then addressed the issue of charging garnishment administrative fees to union employees in particular.\u00a0 The results are interesting, with the vast majority of companies (73%) indicating that they charge the same fees to all employees, regardless of their union affiliation.\u00a0 The remaining 27% of companies have not yet attempted to negotiate to charge these fees to union employees or have not considered doing so.<\/p>\r\n\r\n\r\n\r\n<figure class=\"wp-block-image\"><img loading=\"lazy\" width=\"577\" height=\"312\" class=\"wp-image-4121\" src=\"https:\/\/www.peeriosity.com\/shared-services\/articles\/wp-content\/uploads\/2019\/08\/image-8.png\" alt=\"\" srcset=\"https:\/\/www.peeriosity.com\/shared-services\/articles\/wp-content\/uploads\/2019\/08\/image-8.png 577w, https:\/\/www.peeriosity.com\/shared-services\/articles\/wp-content\/uploads\/2019\/08\/image-8-300x162.png 300w, https:\/\/www.peeriosity.com\/shared-services\/articles\/wp-content\/uploads\/2019\/08\/image-8-500x270.png 500w\" sizes=\"(max-width: 577px) 100vw, 577px\" \/><\/figure>\r\n\r\n\r\n\r\n<p style=\"font-size: 14px;\">Some of the comments made by Peeriosity members related to this poll include the following:<\/p>\r\n\r\n\r\n\r\n<p style=\"font-size: 14px;\"><strong>Manufacturing Member: \u00a0<\/strong>We only charge a flat fee on child support garnishments.
